The National Institute of Justice
(NIJ), in partnership with the Office of Juvenile Justice and
Delinquency Prevention, requests a revision of a currently approved
collection, the Juvenile Facility Census Program (JFCP) under OMB
No. 1121-0011 (expiration date 12/31/2027). Through this
submission, NIJ is seeking approval to consolidate two separate
data collections (the Census of Juveniles in Residential Placement
and the Juvenile Residential Facility Census), administered
biennially in alternating years, into a single biennial data
collection that includes two rotating content modules administered
separately during the two-year collection cycle: the Youth
Population module and the Facility Operations module. The purpose
of the consolidation is to achieve cost savings and reduce
respondent burden.

The total estimated burden
hours (9,816) is lower than the 17,110 requested in the prior OMB
package. This change in estimated burden is due a reduction of the
number of survey administrations under the clearance, from three
surveys to two survey modules, and a slight decrease in the number
of anticipated respondents. Based on the 2025 Census of Juveniles
in Resident Placement frame maintenance, the anticipated number of
facilities in the census universe decreased 4%, from 1,711 to
1,636. The increase for the IC titled JFCP – Facility Operations
Module results from a new, consolidated form described above. This
form replaces the JRFC Collection, which has been removed.
