NIJ Request for approval of a substantive revision to consolidate two separate
data collections (OMB #1121-0381) into a single data collection
The National Institute of Justice (NIJ), in coordination with the Office of Juvenile Justice and
Delinquency Prevention (OJJDP), seeks approval to consolidate two separate data collections
cleared under the Juvenile Facility Census Program (OMB Control No: 1121-0381, expires
12/31/2027) into a single data collection. This is a request for approval of a substantive revision
to a currently approved information collection resulting from agency actions to attain cost saving
and reduce respondent burden.
On December 17, 2024, OMB authorized NIJ and OJJDP to conduct the 2025 and 2027 Census
of Juveniles in Residential Placement (CJRP) and 2026 Juvenile Residential Facility Census
(JRFC) under a single clearance packet. The census date for each collection is the fourth
Wednesday of March of the year of the collection. The 2025 CJRP was mailed out on May 9,
2025 after receiving approval for non-substantive changes to align with E.O. 14168 Defending
Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal
Government (Defending Women) and has closed data collection.
Following the mailout of the 2025 CJRP, OJJDP consolidated the CJRP and JRFC into one data
collection under its agreement with the U.S. Census Bureau, who serves as the data collection
agent. The Juvenile Facility Census Program (JFCP) will continue to collect general information
on facility characteristics and the number of youth housed, and will include two rotating content
modules that are administered separately during the two-year collection cycle: the Youth
Population module and the Facility Operations module. There are no changes proposed to the

census frame, data collection procedures, or imputation methods to be used under the
consolidated JFCP.
Because the 2025 CJRP data collection has already concluded, the changes requested will begin
with the Facility Operations module administration. The 2025 Juvenile Facility Census Program
Facility Operations module will be administered in the second year of the collection. A separate
2026 JRFC and 2027 CJRP will not be administered under this revision request.
The 2025 JFCP Facility Operations module will collect data that are essential for annual frame
maintenance and meeting statutorily mandated data reporting requirements and will include
content from the JRFC that is statutorily mandated and/or information vital to policymakers,
practitioners, and the public, including information on resident services, facility features, and
operations.
The 2025 JFCP Facility Operations module requests to modify the approved 2026 JFRC form
(CJ-15) in the following ways:
1. Remove three questions on information shared upon departure (Section 2, Question 15;
Section 3, Question 7a and b; Section 4, Question 10a and b).
2. Reformat population total questions (Section 1, Questions 7, 10, 11, 12, 13) into a matrixstyle format.
3. Streamline question on suicide risk evaluation by combining subitems to remove screener
question (Section 2, Question 6).
The proposed changes were informed by extensive cognitive testing done on the separate CJRP
and JRFC instruments are part of a substantial redesign effort. The changes do not increase
respondent burden or limit NIJ and OJJDP’s ability to provide statutorily mandated and vital
information.
NIJ will publish a notice in the Federal Register concurrent with the submission of this request
for a revision of the previously approved collection.
