described by the applicant the intended

The complete application is given in
DOT docket MARAD–2016–0088 at
http://www.regulations.gov. Interested
parties may comment on the effect this
action may have on U.S. vessel builders
or businesses in the U.S. that use U.S.flag vessels. If MARAD determines, in
accordance with 46 U.S.C. 12121 and
MARAD’s regulations at 46 CFR part
388, that the issuance of the waiver will
have an unduly adverse effect on a U.S.vessel builder or a business that uses
U.S.-flag vessels in that business, a
waiver will not be granted. Comments
should refer to the docket number of
this notice and the vessel name in order
for MARAD to properly consider the
comments. Comments should also state
the commenter’s interest in the waiver
application, and address the waiver
criteria given in § 388.4 of MARAD’s
regulations at 46 CFR part 388.

The Maritime Administration
(MARAD) invites public comments
about our intention to request the Office
of Management and Budget (OMB)
approval to renew an information
collection. This information will be
used to determine if U.S. civilian
mariners are eligible for re-employment
rights under the Maritime Security Act
of 1996. We are required to publish this
notice in the Federal Register by the
Paperwork Reduction Act of 1995,
Public Law 104–13.

Seamen’s Reemployment Rights—
National Emergency.
Form Numbers: None.
Type of Review: Renewal of an
information collection.
Background: This collection is needed
in order to implement provisions of the
Maritime Security Act of 1996. These
provisions grant re-employment rights
and other benefits to certain merchant
seamen serving aboard vessels used by
the United States during times of
national emergencies. The Maritime
Security Act of 1996 establishes the
procedures for obtaining the necessary
MARAD certification for re-employment
rights and other benefits.
Respondents: U.S. Merchant Seamen
who have completed designated
national service during a time of
maritime mobilization need and are
seeking re-employment with a prior
employer.
Number of Respondents: 10.
Number of Responses: 10.

Notice of actions on special
permit applications.
ACTION:
In accordance with the
procedures governing the application
for, and the processing of, special
permits from the Department of
Transportation’s Hazardous Material
Regulations (49 CFR part 107, subpart
B), notice is hereby given of the actions
on special permits applications in (July
to July 2016). The mode of
transportation involved are identified by
a number in the ‘‘Nature of
Application’’ portion of the table below
as follows: 1—Motor vehicle, 2—Rail
freight, 3—Cargo vessel, 4—Cargo
aircraft only, 5—Passenger-carrying
aircraft. Application numbers prefixed
by the letters EE represent applications
for Emergency Special Permits. It
should be noted that some of the
sections cited were those in effect at the
time certain special permits were
issued.
