The purpose of this emergency
submission is to conduct focus groups, cognitive interviews, and a
survey while the country of Yemen is experiencing a period of
relative stability. The goal of the project is to better understand
views of political activism in the Middle East and, more
specifically, to inform future US government efforts in the effort
to counter violent extremism and to identify factors that dissuade
individuals from supporting violent extremist groups.
The information
collection is being initiated at a time of relative peace in Yemen,
but this country has experienced active conflict since April 2015.
Recent events suggest that some stability has returned to the
country, as Yemeni government forces have pushed Huthi rebels out
of their strongholds in the south. We, therefore, are asking for
emergency consideration in order to implement the survey as soon as
it is possible or stable enough to do so. We are requesting
approval upon closure of the 30-day public comment period as
published in the Federal Register.
