Today, United States Customs and Border Protection (CBP) facilitates trade and travel to the United
States while protecting its borders and serving the American public with vigilance, integrity, and
professionalism.
To enhance national security and facilitate growth in international travel and commerce, CBP in
September of 2014 invited foreign airports to submit letters expressing interest in preclearance
operations.
Through preclearance, the same immigration, customs, and agriculture inspections of international air
travelers performed by CBP upon arrival in the United States can be completed before departure from
foreign airports, and further the reduction of wait times at the Nation’s busiest ports of entry.
Over 25 airports in 15 different locations expressed interest, and the Department of Homeland Security
(DHS), in partnership with the Department of State, openly and deliberatively prioritized those locations
with the greatest potential to support joint security, strategic, and operational goals.
As a result, today DHS is in negotiations to establish preclearance operations with 10 airports in 9
countries, and will soon open enrollment for additional interested parties.
In order to better understand how changes in its services related to preclearance may impact U.S.
domestic airports, CBP is inviting all small, medium, and large hub airport directors to complete a brief
survey. We are committed to working in close partnership with stakeholders and ensuring an engaged
process. It is important to us to understand how these changes may impact your airport moving
forward.
Below you will find a link to a survey on the potential business impacts of expanded preclearance
operations, as well as an attached fact sheet about the program. Please read the preclearance factsheet
before beginning the survey, as it will assist in your ability to complete the questionnaire.
This survey should take no longer than 20 minutes to complete and will be open for 30 days from
