Public Law 110-252 established a new educational assistance program known as the Post-9/11 GI Bill, chapter 33 of title 38, United States Code. To reflect statutory provisions related to the new program, VA is amending VA Form 22-1999c to expand the use of the form to include beneficiaries under the new program. Since this form is used by all educational assistance programs approved for correspondence, we removed the listing of available benefits under the title. Including another benefit program would lengthen an already long list and possibly confuse the claimant.

Additionally, Public Law 110-389 shortened the period of affirmation required to receive correspondence benefits from 10 full days to five full days. To reflect statutory provisions, VA is amending VA Form 22-1999c to reflect a five day waiting period and to clarify that the form must be signed on or after the 7^th day after the contract was signed.

No substantive changes are being made and the annual burden for the information collection remains the same.
