an approval to conduct or sponsor an information collection under
the Paperwork Reduction Act of 1995, and the OMB Control Number
will not appear in the active inventory. This action has no effect
on any current approvals. In the preamble of the final rule, the
agency should provide to OMB a summary of all comments received on
the proposed information collection and identify any changes made
in response to these comments. In the future, the agency should
submit proposed rule packages to OMB not later than the day on
which the Notice of Proposed Rulemaking is published in the Federal
Register, as required by 5 CFR 1320.11(b).

Education claimants taking
correspondence courses must be notified that the law allows them a
5 day period to reflect on their decision to enroll in a
correspondence course and determine whether that course is suitable
to their abilities and interests. VA Form 22-1999c allows VA to
determine if the claimant has been informed of the 5 day reflection
period required by law.
The burden has increased since
the previous approval due to a provision in the associated
rulemaking, RIN 2900-AQ88, which constituted an increase in the
estimated number of respondents, resulting in an increase in the
reporting burden hours.
