The FCC shall evaluate Comment V. LECS Must Have at Least Six
Months to Implement Accounting Rule Changes contained in the
Petition for Reconsideration of SBC Communications Inc. filed on
February 20, 1997. In this item, SBC cites a discrepancy between
the Commission Report and Order (requirements and regulations take
effect upon OMB approval, paragraph 286) and Section 220(g) of the
Communications Act (requiring a six month wait prior to changing
account structures and forms). The FCC should clarify this issue to
the affected parties as soon as possible.

In the Report and Order, the
Commission addresses the accounting safeguards necessary to satisfy
the requirements of sections 260 and 271 through 276 of the
Telecommunications Act of 1996. The Report and Order prescribes the
way incumbent LECs, including the BOCs, must account for
transactions with affiliates involving, and allocate costs incurred
in the provision of, both regulated telecommunciations services and
nonregulated services, including telemessaging, interLATA
telecommunications and information services, telecommunications
equipment and CPE manufacturing, and others.
