As this is an
FCC rulemaking of great interest to industry, OMB expects that
several revisions will occur prior to issuance of the final Report
and Order. OMB strongly encourages the FCC to use, to the greatist
extent possible, existing reporting, cost separation, and
accounting mechanisms to address the requirements established in
Sections 260 and 271 through 276 of the Telecommunications Act of
1996. The FCC should also try to, where possible, establish
industry and market conditions that, once met, would allow certain
provisions of this collection to be eliminated or mitigated.

The NPRM seeks comments on a number of
issues, the resolution of which may lead to the imposition of
information collections subject to the Paperwork Reduction Act. The
NPRM seeks comment on certain reporting requirements to implement
the accounting safeguards provisions of sections 260 and 271
through 276 of the 1996 Act.
