Terms of Clearance: Remarks added, effective 11/19/91: We are approving the use of NIST forms 1262 and 1263 for use with the Advanced Technology Program application for one year. However, we are not approving any other par of the Proposal Solicitation. The Proposal Solicitation submitted to OMB is that for 1991, which has already been used, not for the upcoming year. NIST must submit the 1992 Proposal Solicitation for separate review under the current OMB number. Until such clearance is obtained, no Requests for Proposal ma be issued by NIST for the ATP. At that time the actual Proposal Solicitation which will be used for 1992 must be submitted for review, and NIST must use the Solicitation as approved by OMB. The forms 1262 and 1263 may be printed without a burden statement since they are used to collect information with the Proposal Solicitation, and the burden disclosure statement does not accurately reflect the burden associated with the forms only. However, the Proposal Solicitation must include the burden statement when submitted for approval.

Abstract: NIST HAS ESTABLISHED THE ADVANCED TECHNOLOGY PROGRAM (ATP) TO ACCELERATE THE COMMERCIALIZATION OF GENERIC TECHNOLOGICAL INNOVATIONS AND TO ACCELERATE THE REFINEMENT OF GENERIC MANUFACTURING TECHNOLOGIES BY U.S. BUSINESSES. THE INFORMATION REQUESTED IS NECESSARY TO ASSURE FAIR AND EQUITABLE PROCESS TO EVALUATE AND FUND PROPOSALS SUBMITTED TO THE PROGRAM.
