The Advanced Technology Program
provides cost-shared funding to industry to accelerate the
development and broad dissemination of challenging, high-risk
enabling technologies with significant commercial/economic
potential and widespread benefits for the nation.
In order for NIST/ATP to
complete the competition process by the end of fiscal year 2007,
the competition announcement should be published in the Federal
Register and Grants.gov by April 1, 2007. To do this, the
information collection review would need to be completed as soon as
possible. ATP will then be in a better position to announce a
competition in a timely manner having completed the information
collection process earlier. This will allow sufficient time for
potential proposers to prepare their proposals and for NIST to
complete its proposal review and award process prior to the end of
fiscal year 2007. During the last ATP competition held in fiscal
year 2004, ATP received 870 proposals for funding. If approximately
the same number of proposals is received during fiscal year 2007,
NIST would normally need at least six to nine months to complete
the review and award process. However, in light of the competition
announcement not expected to be made until April 1, 2007, NIST will
be accelerating its review and award processing time. If ATP
proceeds with the normal information collection process rather than
an emergency review, it would delay the competition process
considerably and ATP runs the risk of not obligating the funds by
the end of fiscal year 2007. Thus this emergency measure needs OMB
approval by April 1, 20, 2007.
