The school-based National Youth Risk Behavior Survey (YRBS) is a biennial survey of high school students that assesses priority health risk behaviors related to the major preventable causes of mortality, morbidity, and social problems in the U.S. Minor changes incorporated into this reinstatement request include: an updated title for the information collection to accurately reflect the years in which the survey will be conducted, a slightly modified questionnaire, and a transition to a tablet-based methodology in 2023. There was a reduction in respondents In the YRBS portion of the collection. For spring 2021 will use the ABES survey instruments and then transition back to YRBS for fall 2021 and 2023. The proposed research will use the previously OMB-approved sampling strategy, recruitment methods, and data collection procedures to conduct the YRBS among nationally representative samples of 9th-12th grade students in public and private schools in the U.S.

For the 2023 YRBS, the number of school districts, schools, and students sampled for the YRBS will be increased to provide a better representation of American Indian and Alaska Native students. However, the increased burden resulting from the larger sample size will be offset by the reduction in burden that will result from the use of tablets for student data collection. That is, pilot studies have shown that data collection via tablets, as planned and described in the approved ICR, takes 25 minutes and not the 45 minutes originally indicated on the burden tables submitted to OMB. The updated, combined total burden hours estimated for the 2023 YRBS and associated support activities are 9,076.
