RETRAINING ASSISTANCE PROGRAM (VRRAP)

What is VRRAP?

NOTE: The numbers on the instructions match the item numbers on the application.

The Veteran Rapid Retraining Assistance Program is a retraining program which became law under the American Rescue Plan Act of 2021. This Public
Law 117-2 Section 8006, effective March 11, 2021 provides eligible veterans impacted by the COVID-19 pandemic with the opportunity to pursue a
covered program of education in a high technology - high demand occupation, as described by the Department of Labor. Such training assistance shall
be in addition to any other entitlement to educational assistance or benefits for which the veteran was eligible prior to the pandemic. (See below for
additional information regarding eligibility criteria).
The VRRAP training program begins on or after March 11, 2021, and the authority to make payments ends on December 11, 2022. No retraining
assistance shall be paid after December 11, 2022.
What are the Eligibility Requirements?
•

Age Requirement: As of the date of the receipt by the Department of Veterans Affairs of an application for assistance, the veteran must be at
least 22 years of age but not more than 66 years of age.

•

Unemployment Due to COVID-19: As of the date of the receipt by the Department of Veterans Affairs of an application for assistance,
veteran must be unemployed by reason of the covered public health emergency, as certified by the veteran.

•

Eligibility for GI Bill Benefits: As of the date of the receipt by the Department of Veterans Affairs of an application for assistance, veteran
must not be eligible to receive educational assistance under chapter 30, 31, 32, 33, or 35 of title 38, United States Code, or chapter 1606 of
title 10, United States Code. NOTE: A veteran who has transferred all Post-9/11 GI Bill entitlement to one or more dependents as of the date
the application is received by VA will be considered to be ineligible for benefits under chapter 33.

•

Federal/State Job Training Programs: As of any date during the Veteran Rapid Retraining Assistance Program, veteran must not be
enrolled in any Federal or State jobs program. The veteran must have his/her school provide a Verification of Attestation and notify VA of
this information.

•

Disability Compensation for Unemployability: As of any date during the Veteran Rapid Retraining Assistance Program, veteran must not
be in receipt of compensation for a service-connected disability rated totally disabling by reason of unemployability. NOTE: If the veteran is
not receiving compensation benefits for Total Disability Individualized Unemployment (TDIU) and is approved for VRRAP but is
subsequently awarded disability compensation due to a TDIU rating will cease VRRAP eligibility on the date he/she is notified of eligibility
for compensation benefits.

•

Unemployment Compensation: As of the first day on which the veteran would receive VRRAP MHA, must not be in receipt of
unemployment compensation, to include enhanced benefits provided under the CARES ACT. NOTE: Veteran will have to provide his/her
Attestation.

If found Eligible, What Benefits Would I Receive?
•

VA will pay twelve (12) months entitlement of Retraining Assistance for full-time pursuit of an approved program of education offered by a
community college of technical school that leads to a high demand occupation. The amount of the assistance is equal to the amount in effect
under 38 U.S.C. 3015(a)(1) which covers tuition and fees and monthly housing allowance benefits, payable at:

•

50% of the total amount payable when veteran begins the program

•

25% of the total amount payable when veteran completes the program

•

25% of the total amount when Employment is found in the field related of the chosen VRRAP program

NOTE: VRRAP benefits can only be paid for Associate Degree or Certificate Programs.
