The Veteran Rapid Retraining
Assistance Program (VRRAP) was established by Section 8006 of
Public Law 117-2 and immediately became effective on March 11,
2021. VRRAP provides eligible Veterans impacted by the COVID-19
pandemic the opportunity to pursue a covered high technology
program or another program designed to provide training for a
high-demand occupation. The VRRAP training program will pay for up
to 12 months of retraining. The VA Form 22-1990S will allow VA to
identify Veterans that meet the eligibility of this program and to
immediately begin awarding them benefits as outlined in the
legislation. The VA Form 22-10271 is a voluntarily open-ended
agreement which sets out the terms and conditions of the agreement
between VA and presently approved GI Bill educational
institutions.
There is a slight increase in
burden due to the participation agreement (VA Form 22-10271) being
added as part of the collection for the VRRAP application (VA Form
22-1990s).
