Abstract: This effort supports the NIH Path to Excellence and Innovation (PEI) Program formed in accordance with Presidential Executive Order 13779, The White House Initiative to Promote Excellence and Innovation at Historically Black Colleges and Universities (HBCUs). The HBCU pre-solicitation portal is a tool to collect NIH contracts and grants data that HBCUs and their business teaming partners may be interested in pursuing. The portal will provide a streamlined platform for NIH funding opportunities that consolidate information from four different Federal websites. Additionally, this tool has a social networking component that will create a space for HBCUs and businesses to collaborate as they pursue of NIH funding opportunities. Through the collection and analysis of this information, the National Institutes of Health (NIH) Small Business Program Office (SBPO) will assist in strengthening HBCUs’ ability to equitably participate in Federal funding programs.

Short Statement: The HBCU Pre-Solicitation portal has been upgraded to include a registration and reporting feature. The registration will streamline and speed up the user’s request to gain access to the system. The reporting feature will provide the user with the reporting functionality within the portal and they will no longer have to use external tools to submit this data. These enhancements have further paved the way to have a one stop shop for the users of the system to gain access, choose opportunities they are interested in pursuing and reporting back to the NIH SBPO. Another enhancement that will be in the system is the smart matching that utilizes algorithms built into the system to present the most logical opportunities to the organization immediately when the grant and contract data is imported from the different sources. In order that the HBCUs and small businesses can be accepted into the PEI Initiative and gain access to the portal, they will have to complete the appropriate application, see attachment 4 “PEI HBCU Application” or attachment 5 “PEI Business Partner Application”.
