This ICR is being submitted pursuant
to a joint final rule titled “Regulatory Capital Rule:
Simplifications to the Capital Rule Pursuant to the Economic Growth
and Regulatory Paperwork Reduction Act of 1996.” Section 3.63 of
the final rule (1) replaces the standardized approach's treatment
of high volatility commercial real estate (HVCRE) exposures with a
simpler treatment for most high volatility acquisition,
development, or construction (HVADC) exposures and (2) breaks out
the disclosures in Table 8 to include (i) after-tax gain-on-sale on
a securitization that has been deducted from common equity tier 1
capital and (ii) credit-enhancing interest-only strip that is
assigned a 1,250 percent risk weight. There are no changes in
burden associated with the final rulemaking.
