Dear (Salutation) (Last Name):
The U.S. Department of Housing and Urban Development (HUD) and the U.S. Department of Justice (DOJ) have partnered to implement the Pay for Success (PFS) Permanent Supportive Housing Demonstration taking place in your community. HUD has contracted with the Urban Institute (a non-profit, nonpartisan research organization in Washington, DC) to conduct an evaluation of the PFS Demonstration in your community. This evaluation is extremely important to our understanding of the opportunities and challenges of the PFS approach in providing permanent supportive housing to a reentry population.
Because of your organization’s involvement with the PFS project in [site], we are very interested in your experiences and your views. We are writing to ask you to assist us by agreeing to participate in two types of surveys that will inform the evaluation on the time required for PFS implementation and partner perceptions, interactions, and community changes throughout the PFs lifecycle.
The surveys are completely voluntary. You may choose to take part or not. Your responses will remain anonymous and will be reported back to HUD and DOJ in a de-identified manner. Your decision to participate or not and the responses you provide will have no effect on your interactions with the Federal Government.
You will be receiving an email from the Urban Institute inviting you to participate in these efforts and explaining more about the surveys. I hope you’ll take to the time to help us in this very important effort.
If you have any questions or concerns about this study, please do not hesitate to contact me or the Project Director, Sarah Gillespie, at sgillespie@urban.org or 202-261-5578, or the HUD Government Technical Representative, Marina Myhre at marina.l.myhre@hud.gov or 202-402-5705.
