Dear Mrs. Blasher:
As the nation’s largest Sikh American civil rights organization, the Sikh Coalition
regards the Hate Crime Incident Report as vital to our collective efforts to investigate,
prosecute, and prevent hate crimes in the United States.
Between 2013 and 2015, the Sikh Coalition worked with the FBI’s Criminal Justice
Information Services Division (CJIS) to develop an anti-Sikh hate crime category on the
Hate Crime Incident Report. In this context, we also worked with CJIS to develop
training materials for law enforcement agencies to strengthen investigations of possible
anti-Sikh hate crimes. We cannot overstate the importance of these training materials and
have distributed them to hundreds of police departments nationwide.
Hate crime data collection is integral to understanding the magnitude of hate crimes in
our nation and allows law enforcement agencies, policymakers, and civil society
organizations such as the Sikh Coalition to develop strategies for preventing these crimes.
We look forward to continuing our partnership with CJIS to promote accurate hate crime
reporting and ensuring that the Hate Crime Incident Report and related training materials
continue to be disseminated to law enforcement agencies nationwide.
