The purpose of this study is to
examine how state agencies, school districts, and juvenile justice
and child welfare facilities implement education and transition
programs for youth who are neglected or delinquent (N or D) under
the Elementary and Secondary Education Act (ESEA), as amended by
the Every Student Succeeds Act (ESSA), Title I, Part D. The
information will be used by ED to produce and disseminate a report
detailing how state agencies, school districts, and juvenile
justice and child welfare facilities implement educaiton and
transition programs for youth who are neglected or delinquent (N or
D).
