OMB encourages
continued collaboration between the Census Bureau and the National
Center for Science and Engineering Statistics on this collection
and its topical modules. Such consultation will allow both agencies
to complement and leverage statistical and analytical findings from
the Annual Survey of Entrepreneurs (ASE) and the forthcoming
Micro-business Research and Development and Innovation Survey
(Micro-BRDIS). The Census Bureau should also seek public comment on
the ASE topical modules for 2016 and 2017. Given the 65 percent
expected response rate, the Census Bureau shall submit with the
next ASE ICR a nonresponse bias analysis indicating its confidence
in the results of the annual ASEs. Prior to the commencement of the
Annual Survey of Entrepreneurs distribution, the Census Bureau
shall provide on its Internet site prominent links to the finalized
survey, including instructions and cover letters, comparable to
those provided for the 2012 Economic Census. The final survey and
letters shall reflect any changes in the survey year, OMB number
expiration date, and Census leadership from those submitted for
review.

The Census Bureau conducts the Annual
Survey of Entrepreneurs to improve the timely measurement of
business dynamics in the United States. Data are used by government
programs, industry leaders, economic and social
analysts/researchers and entrepreneurs. Data are used to assess
business assistance needs; plan, direct and assess programs; and
analyze economic conditions. The data are needed to evaluate the
extent and growth of business ownership by women, minorities, and
veterans. ASE is a sample survey of 290,000 employer businesses
that report business activity to the IRS (forms 941, 944, or
1120).
