The Transportation Security Administration (TSA) published the Aircraft Repair Station Final Rule on January 13, 2014.
You are receiving this notification because the FAA has identified you as an Aircraft Repair Station located outside the United States that operates and is certificated in accordance with 14 CFR part 145. This serves as your official notification that the Aircraft Repair Station Final Rule has been published and that the requirements regarding repair station security apply to your operation. The Aircraft Repair Station Final Rule text can be found in 49 CFR part 1554 (see attachment no.).
Pursuant to 49 U.S.C. §44924 (a), TSA must conduct a security review and audit of all 14 CFR part 145 certificated aircraft repair stations located outside the United States within 6 months following publication of the Final Rule. Under the inspection authority described in 49 CFR §1554.3, TSA will be conducting a combined audit strategy using the attached initial outreach questionnaire, and in some instances, an additional audit or on-site visit. To begin the audit process, please complete the questions in the attached initial outreach questionnaire (see attachment no.) and return it to TSA at the following email address, FRS@tsa.dhs.gov, within 30 days of receipt of this notification.
In addition to the required security review and audits, the regulations require certain Part 145 certificated repair stations to implement security measures described in 49 CFR § 1554.101(b). If a threat arises and TSA issues a Security Directive (SD), 49 CFR § 1554.103 requires repair stations to comply with the SD.

Repair Station Initial Outreach Questionnaire
Pursuant to 49 U.S.C. §44924 (a), TSA must conduct a security review and audit of all 14 CFR part 145 certificated aircraft repair stations within 6 months of Final Rule publication. TSA requests that you please provide the following information and return to TSA at FRS@tsa.dhs.gov within 30 days.
