The agency
agrees to conduct cognitive testing of the use of examples for
survey items regarding Middle Eastern North African race.
Specifically, the basis for selecting examples should be examined
to evaluate coverage of intended respondents. This may include
examples based on anticipated population size (largest) and
examples including both large and small groups. Cognitive testing
would be completed during FY16 and would inform future work for the
Decennial Census program.

The 2015 National Content Test is
needed to help find ways to reduce cost, increase self-response,
and leverage new data collection alternatives while maintaining
high quality results. The results of the 2015 National Content Test
will help guide the design of additional 2020 Census testing later
this decade. the collection of data targets households and
individuals.
