This NSPS affects owners and operators of metallic mineral processing plants. Owners and operators must conduct initial performance tests, maintain records of startups, shutdowns, and malfunction and continuous monitoring system parameters, and submit semi-annual reports. The required semiannual reports are used to determine periods of excess emissions, identify problems at the facility, verify operation/maintenance procedures, and for compliance determinations. This information is collected to assure compliance with 40 CFR Part 60, Subpart LL.
