Form S is required by law and is
designed to collect timely information on international portfolio
capital movements, including foreign-residents' purchases and sales
of long-term securities in transactions with U.S. persons. The
information will be used in the computation of the U.S. balance of
payments accounts and international investment position, as well as
in the formulation of U.S. international financial and monetary
policies.

When the changes become
effective for Form S (report as of June 2014), there will be a
decrease in burden hours to 13,452 as compared to the estimate of
17,488 currently carried in OMB's Information Collection Inventory.
The total overall decrease of 4,036 hours is due entirely to the
decrease in the number of respondents caused by the program change
to raise the exemption level for reporting.
