NASS agrees, once the instruments have been fully standardized across participating states, to implement the response rate calculation identified in the OMB statistical directive (1 and 2), Standards and Guidelines for Statistical Surveys, when calculating and publishing response rates for prospective rounds of this information collection. NASS estimates this to occur in approximately 3-5 years. If the instruments have not been standardized at the time of renewal, NASS agrees to submit an appropriate plan for prompt implementation of

The program changes include the standardizing of questionnaires, improved sampling, and removal of several surveys, these program changes have resulted in a reduction of 12,727 responses and 1,393 hours of burden. Changes due to adjustments in agency estimates result in a reduction of 4,735 responses and 444 hours of burden.
