Issued under section 8(a) of the Toxic Substances Control Act (TSCA), the Preliminary Assessment Information Rule (PAIR) requires chemical manufacturers and importers to report information, such as chemical identification, quantity produced or imported, chemical processes, employee exposure, environmental releases and use, that will help EPA evaluate the potential for adverse human health and environmental effects caused by the manufacture or importation of identified chemical substances, mixtures or categories. This information enables EPA to monitor the production, importation and use of the identified chemical substances or mixture, and to identify, assess or manage the human health and environmental risks associated with those substances.
