1. The PRA
statement, OMB control number and expiration date must appear on
all study materials that will be viewed by potential and actual
participants. See in particular, the screener, brochure and consent
form. Ensure this also appears on the book covers. 2. Children
under the age of majority cannot give informed consent. Where books
are completed by children ages 11 and older, but under the age of
majority, ensure that the legal guardian signs the consent on the
book cover on behalf of the child. 3. The results of the cognitive
lab tests regarding the instruction quality of the training video
must be described in a supplementary document and loaded into
ROCIS. The final training video and its translations must be
submitted as non-substantive change prior to field implementation.
4. We encourage ERS to retain sufficient flexibility in its
recruitment approach and data collection protocols so as to make
changes if response rates are significantly lower than expected for
certain subgroups or item non-response is high for certain aspects
of the protocol. OMB will work with ERS to quickly process
non-substantive changes. In these cases, supporting documentation
that should include monthly documentation (not than 2 pages in
length) detailing the following: a. for SNAP and non-SNAP
participants separately, the cases released, target, last period,
current period completion rates for screeners, consents, each in
person visit, each telephone call, and completed number of food
books (Primary Respondent, Adult, and Youth). b. for SNAP and
non-SNAP participants separately, target, last period, and current
period median and mean interview length for initial and final
household CAPI interviews and the phone calls. c. a similar table
to describe the status of cases worked through the non-response
subsample follow up. For each of these tables, a description of
outliers, anomalies or field issues would be discussed, with action
items to be taken. We understand that ERS will be using this model
or similar to monitor and evaluate ongoing data collection; OMB
will consider a variant of this report if already planned by ERS to
avoid duplication of effort. We assume that ERS will be examining
these data weekly internally, although OMB would see only monthly
reports. ERS will share with OMB the planned table shells once they
are ready. 4. ERS will share its data quality analysis as well as
their characterization of the caveats and limitations associated
with the final database with OMB before disseminating either the
data or any analytic results.
