MARAD changed
the classification of the increase in burden to change due to
adjustment in agency estimate from program change due to agency
discretion. MARAD is not actively seeking to garner more
responses, but more responses will come as a result of a natural
increase in the universe of respondents. Accordingly, there is no
program change that increases burden. MARAD also amended and more
fully explained its monetization of the time burden.
