The Title XI Obligation Guarantees –
46 CFR Part 298 collection is required to obtain benefits. In order
to streamline the process, the applicant (commercial ship owners
and/or shipyards for ship and shipyard building and modernization)
will fill out form MA-163 to request financing for a vessel, or
MA-163A when requesting financing to modernize a shipyard. The
information provided is used by individual offices within MARAD to
evaluate each applicant within that offices sphere of
responsibility. This information is recorded and can be used later
to compare similar sector applications. It can also be used if the
applicant decides to submit an additional application to ensure
consistency. This information is submitted as needed and when
requested. The information received from MA-163 and MA-163A
includes a description of vessel or shipyard and intended use of
the vessel or improvements intended for the shipyard, the total
cost of the project, the amount the applicant is looking to receive
from MARAD and the timeframe they will pay MARAD back and the
interest. Also, the applicant must submit the shipyard, company
history, Past Business Activities, Business Relationships, A Market
Study, as well as anything else that would help the individual
offices within MARAD evaluate each application.
