FERC's regulations under the Federal
Power Act require public utilities that own, control, or operate
facilities for transmitting electric energy in inter-state commerce
to file revised open access transmission tariffs containing
standard generator interconnection procedures and a standard
agreement for interconnecting generators smaller than 20 MW.
Entities seeking to interconnect generators have been hindered by
the lack of standard interconnection procedures and agreements.
Standard interconnection procedures limit opportunities for public
utilities that own both generation and transmission to favor their
own generation and help produce just and reasonable interconnection
charges for generators. A standard interconnection agreement
reduces market entry costs for generators and offers them access to
regional energy markets on standard terms.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
