NON-SUBSTANTIVE CHANGE REQUEST FOR INFORMATION COLLECTION 3060-1058

The Federal Communication Commission is seeking a non-substantive change request for information collection 3060-1058. The Commission is requesting this change request due to the following non-substantive changes to the form titled, “FCC Application or Notification for Spectrum Leasing Arrangement or Private Commons Arrangement: Wireless Telecommunications Bureau Public Safety and Homeland Security Bureau” (FCC Form 608).

1.  Page 2, First paragraph, Second Sentence--

It is used to provide required notification or request approval for any spectrum leasing arrangement (“Lease”) entered into between an existing licensee (“Licensee”) in certain Wireless, Mobile Satellite Services and/or Public Safety Radio Services and a spectrum lessee (“Lessee”).

If the application/notification includes Licenses in the Wireless Radio Services that are subject to the ownership reporting requirements of Section 1.2112(a), or in the Mobile Satellite Services that are subject to the ownership reporting requirements of Section 25.149(g), the Applicant must file a FCC Form 602, Ownership Disclosure Form.  For purposes of this question, Applicant is the Lessee, Sublessee or Transferee.

Please note: The Commission is submitting the form for OMB approval due to the changes to it. A complete PRA submission was not submitted to OMB because the additional 4 Mobile Satellite Services (MSS)/Ancillary Terrestrial Component (ATC) licensees that were extended the existing leasing framework are less than 10 respondents (and they do not make up the majority of their universe of respondents due to them being apart of a much larger group) and OMB approval is not needed due to this fact.
