collection is to allow Partnerships and States to apply for funding

UP application packages allows the Department to make
determinations as to whether potential applicants are eligible for
GEAR UP funding and allows field readers to score and rank
applications for the Department to make funding
determinations.
Technically all 30,460 burden
hours are new burden resulting from a program change; however, 8660
hours of that total resulted from statutory changes in Public Law
110-315, that in turn led to regulatory changes that caused this
portion of the burden increase.
