The estimated burden change is based on a sample size of 1670 with a response rate of 85%, for a total of 1,420 responses. The pilot test results (see pilot test report, attached) indicate that the original estimate of 45 minutes for completing the survey form was too high and should be reduced to 30 minutes. Not reported above, but included in the Justification Section A (page 8, Table A-2)is an estimate of an additional 265 hours for follow-up contacts with respondents and non-respondents, for a total burden estimate of 975 hours.
