The Agency is requesting an adjustment decrease of 26,974 burden hours (from 484,082 to 457,108 hours). One primary reason is due to training certification under § 1926.503(b); OSHA is conservatively estimating the frequency reduction caused by the construction market decline. The Agency estimates that a construction establishment might, at the most, hold 15 courses requiring attendance roster certification a year. This compares to 20 courses each year when the industry was at peak activity. Consequently the burden is lower.
