The following information collection request (ICR) covers addresses the paperwork requirements contained in a proposed rule (RIN 2070-AJ57) that would amend EPA's 2008 lead-based paint renovation, repair, and painting (RRP) rule (73 FR 21692). The 2008 RRP rule established reporting, recordkeeping, and third-party notification requirements for individuals and firms conducting renovations in target housing., which is most housing constructed before 1978, and child-occupied facilities, which are pre-1978 residential, public, or commercial buildings where children under 6 are regularly present. The paperwork requirements of the 2008 RRP rule are addressed in an ICR entitled, Final Rule Addendum to an Existing EPA ICR Entitled: TSCA Sections 402/404 Training and Certification, Accreditation, and Standards for Lead-Based Paint Activities (EPA ICR No. 1715.10, OMB Control No. 2070-0155). EPA is proposing amendments to the 2008 RRP final rule that would require firms to perform dust wipe testing after many renovations. Under the proposed rule, a report containing the results of the testing would have to be provided to building owners and occupants. For a subset of the renovation jobs covered by the proposed rule, renovation firms would be required to demonstrate that dust-lead levels remaining in the work area are below regulatory levels through clearance testing. This rule-related Information Collection Request (ICR) addresses the incremental paperwork activities and burden related to the proposed rule amendments.

The proposed rule would require renovation firms to provide owners and occupants with a report including the results of the dust wipe testing. The rule may result in an increase in the number of individuals becoming trained as dust sampling technicians, resulting in additional paperwork requirements for training providers. The total respondent burden for renovation firms and training providers is estimated to average approximately 2.9 million hours per year during the 3 year period covered by the ICR. The ICR supporting statement provides a detailed presentation of the estimated paperwork burden and costs resulting from this proposed rule.
