The reduction in burden
occurred because of a change in FHFA's estimate to not include the
burden on the Federal Home Loan Banks (Banks). This estimate
includes only the burden to members of the Banks and housing
associates. This estimate does not include the burden to the Banks
because the collection of information from the Banks, as
instrumentalities of the United States, is not subject to the
Paperwork Reduction Act. The prior estimate included the Bank
burden and therefore was too high.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
