OMB notes that
DOJ conducted focus group work involving 16 participants and other
pretesting and preregistering for this collection without a valid
OMB-appoved control number. In addition, OMB adds the following
terms of clearance to this collection: With regard to the Peer Pal
Program discussed in the revised supporting statement A and in the
attached supplemental document entitled Informed Consent for
Participation in the CJP Peer Pal Program, OMB approves the scope
of the waiver of confidentiality to cover only the name and contact
information of the juvenile probation officials who participate in
responding to the census questionnaire. OMB does not approve the
sharing of any individual jurisdictional juvenile population data
nor any operational/policy information from the CJP censuses.

The Census of Juveniles on Probation
(CJP) will collect information about the number and characteristics
of youth on probation in the U.S. The CJP is administered
biennially to juvenile probation supervision offices. [The CJP was
previously approved by OMB under the National Juvenile Probation
Census Project, which also included a partner data collection, the
Census of Juvenile Probation Supervision Offices (CJPSO). OJJDP
determined it was best to separate the OMB approval packages for
the 2 data collections and will submit the CJPSO package later this
year.]
The change in burden hours
reflects a change in plans for administering this collection so
that we will only be conducting one of these collections each year.
Also, the original PRA request indicated a respondent universe of
1,715; based on our experience in administering this collection and
updating our lists, the actual respondent universe size is about
1,000 (these 1,000 responders cover all Geographic Probation
Supervision Areas (GPSAs), which total approximately 1,606).
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a
benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control
number;
If you are unable to certify compliance with any of
these provisions, identify the item by leaving the box unchecked
