pdfJustification for non-material/non-substantive Change
Form EIA-7A (Coal Production Report)
As a non-substantive change, EIA proposes to include a data element “Export Coal” to
collect data on coal exports, which were previously obtained from the EIA-6A.
Originally it was anticipated that U.S. Department of Commerce data would be available
to collect the export data needed by EIA’s customers. However, further investigation
revealed the data did not contain the required coal origins.
Form EIA-8A (Coal Stocks Report – Annual)
As a non-substantive change, it was determined that EIA only needed coal stock levels at
the end of the year. Originally it was proposed that the form would also collect coal stock
levels at the beginning of the year and inter-year adjustments.
