This research will provide ongoing tracking of NYADMC activities among primary target audiences (youth 14-16 and their parents). Results will provide ongoing intelligence to inform campaign media and messaging strategies.
Due to unforeseen circumstances, the National Youth Anti-Drug Media Campaign was unable to meet the CFR requirements for 60-day and 30-day notices for a regular renewal of existing data collection instruments. These data collection instruments – qualitative testing of creative advertising concepts (OMB 3201-0011), quantitative testing of near-final advertising before airing (OMB 3201-0006), and a tracking study to measure advertising effectiveness (OMB 3201-0010) – are critical to the continuity of the Nation’s anti-drug media campaign and are a key contributor to the downturn in teen drug abuse. As such, an emergency renewal is being submitted for a 6-month extension of the data collection instruments. During this extension period, a 60-day notice and 30-day notice will be filed in the Federal Register allowing more time for public comment on the information collection instruments preceding the submission of a regular renewal.

To more effectively monitor the year-round (50 out of 52 calendar weeks) impact ONDCP’s anti-drug advertising has on our two target audiences (teens and parents), the total number of annual respondents was increased from 10,000 to 12,000 and the total annual time also increased in proportion from 2,500 to 3,000 hours (see section A.12). Streamlined survey questions and online/phone survey collection techniques that limit the average time per response to 15 minutes result in an annualized cost burden of $20,981 to the 12,000 respondents. The previously approved figure of $545,000 is an erroneous entry and was the cost for the contractor to administer the survey, not the burden to the respondents. The submission from FY2005 for annualized cost burden should have been $19,080. The increase from $19,080 to $20,981 is due primarily to the increase in minimum wage.
