importance of wildlife resources, (2) the
social and economic benefits of
recreational hunting, and (3) wildlife
conservation efforts that benefit
recreational hunting and wildlife
resources.
The Secretary of the Interior and the
Secretary of Agriculture signed an
amended charter for the Council in June
2006 and July 2006, respectively. The
revised charter states that the Council
will provide advice and guidance to the
Federal Government through the
Department of the Interior and the
Department of Agriculture.
The Council will convene to receive
updates on responses from Federal
agencies to recommendations submitted
by the Council and implementation of
the August 16, 2007, Executive Order on
Facilitation of Hunting Heritage and
Wildlife Conservation.

Giving a 2–Minute Oral Presentation
Individuals or groups may request to
give an oral presentation during the
Council teleconference. Oral
presentations will be limited to 2
minutes per speaker, with no more than
half an hour total for all speakers.
Interested parties must contact Phyllis
Seitts, Council Designated Federal
Officer, in writing (preferably via e-mail;
see FOR FURTHER INFORMATION CONTACT),
by Monday, January 21, 2008, to be
placed on the public speaker list for this
teleconference. In addition, if you are
selected to make a 2-minute
presentation, you must provide hard
and electronic copies of your
presentation to the Council Designated
Federal Officer by Thursday, January 24,
2008. Additional live questions from the
public will not be considered during the
teleconference.

Speakers who wish to expand upon
their oral statements or those who had
wished to speak but could not be
accommodated on the agenda are

its FACA peer review meeting on

SUPPLEMENTARY INFORMATION:
I. Abstract
The information collection required
by the use of this form is necessary to
comply with Public Law 95–608, The
Indian Child Welfare Act of 1978, as
codified at 25 U.S.C. 1901 et seq. and 25
CFR Part 23—Indian Child Welfare Act
(ICWA). This information is collected
through the use of a consolidated
caseload form by tribal Indian Child
Welfare Act program directors who are
the providers of the ICWA services. The
information is used to determine the
extent of service needs in local Indian
communities, to assess the effectiveness
of the Indian Child Welfare Act
program, and to provide data for the
annual program budget justification.
The responses to this request for
information collection are voluntary and
the aggregated report is not considered

SUMMARY: The Bureau of Land
Management (BLM) Field Office, Baker
City, Oregon intends to revise a
Resource Management Plan (RMP) with
an associated Environmental Impact
Statement (EIS) for the Baker Resource
Area of the Vale District and by this
notice is announcing public scoping
meetings. The RMP will revise the
existing Baker Resource Management
Plan of 1989.
DATES: The BLM will announce public
scoping meetings to identify relevant
issues through local news media,
newsletters, and the BLM Web site
http://www.blm.gov/or/districts/vale/
index.php at least 15 days prior to the
first meeting. We will provide formal
opportunities for public participation
upon publication of the Draft RMP/EIS.

This
document provides notice that the BLM
Field Office, Baker City, Oregon, intends
to revise an RMP with an associated EIS
for the Baker Resource Area and
announces public scoping meetings.
The planning area is located in Baker,
Union, Wallowa, Morrow, and Umatilla
Counties in Oregon and in Asotin
County, Washington. This planning
activity encompasses approximately
423,000 acres of public land. The plan
will fulfill the needs and obligations set
forth by the National Environmental
Policy Act (NEPA), the Federal Land
Policy and Management Act (FLPMA),
and BLM management policies. The
BLM will work collaboratively with
interested parties to identify the
management decisions that are best
suited to local, regional, and national
needs and concerns.
The purpose of the public scoping
process is to determine relevant issues,
concerns and ideas that will influence
the scope of the environmental analysis
and EIS alternatives. These issues also
guide the planning process. You may
submit comments on issues and
planning criteria in writing to the BLM
at any public scoping meeting, or you
may submit them to the BLM using one
of the methods listed in the ADDRESSES
section above. To be most helpful, you
should submit formal scoping
comments within 30 days after the last
public meeting. The minutes for each
scoping meeting will be available to the
public and open for 30 days after the
meeting to any participant who wishes
to clarify the views he or she expressed.
