In accordance with the authority
granted it in section 215 of the Federal Power Act, FERC is
proposing to approve three Reliability Standards developed by the
North American Reliability Corporation (NERC). NERC has been
certified by FERC as the Electric Reliability Organization
responsible for developing and enforcing mandatory Reliability
Standards. The three new Reliability Standards, designated by NERC
as FAC-010-1, FAC-011-1 and FAC-014-1, set requirements for the
development of system operating limits of the Bulk-Power System for
use in planning and operating conditions.
This is a new information
collection requirement that implements the provisions of the
Electricity Modernization Act of 2005. The Act created section 215
of the Federal Power Act which provides for a system of mandatory
reliability rules developed by the ERO, established by the
Commission, and enforced by the Commission, subject to Commission
review. The three Reliability Standards, as adopted, will implement
the Congressional mandate of the Energy Policy Act of 2005 to
develop mandatory and enforceable Reliability Standards to better
ensure the reliability of the nations Bulk-Power System.
Specifically, the three proposed Reliability Standards will ensure
that system operating limits or SOLs used in the reliability
planning and operation of the Bulk-Power System are determined
based on an established methodology.
