This emergency
ICR is approved, as revised, for 6 months. As soon as possible and
well before the 6 months have elapsed, ED shall begin the process
for renewing this ICR.

School improvement grants are
available to help States and school districts provide technical
assistance and implement strategies to improve student achievement
in Title I schools identified for improvement, corrective action
and restructuring so that students in these schools achieve
proficiency as measured by State assessment and schools move out of
the improvement process.
Congress put in this
law, that these funds must go out in the fall 2007 as children
enter school. Congress did not appropriate funds until they passed
the FY 2007 Continuing Resolution this year. Hence Education has
had to work unusually fast to create this formulae grant program
that addresses the needs of school that have been identified for
improvement, corrective action, or restructuring in order to
improve student achievement.
This is a completely new
program created several months ago by congress to address the
financial concerns of state faced with schools that have been
categorized as needing improvement in their students
achievement.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
