This is a new Special Focus Competition, administered by the Fund for the Improvement for Post secondary Education (FIPSE). FIPSE's U.S.-Russia Program will award grants to U.S. institutions participating in bilateral institutional cooperation to support innovative projects that will improve research and education activities in higher education in the U.S. and Russia. The rationale for the U.S.-Russian Program is based upon the need for increased interconnectedness between the U.S. and Russia in order to operate effectively in a global economy. Institutions will be funded by their respective government agencies in areas that advance the study of English and Russian and demonstrate innovate and/or best practices in a variety of academic disciplines, such as mathematics, science, and economics.
Senior management named the staff for this new important program this April, 2007.The Russian Ministry of Education and Science and the U.S. Department of Education have agreed upon a simultaneous starting date no later than September 28, 2007. To accommodate this starting date a 30-day OMB clearance process is necessary. This will allow the first U.S.-Russia competition to be announced by early-to-mid June 2007, with a deadline for receipt of proposals by both the U.S. and the RF by the end of July 2007, thus allowing review by independent experts and joint selection by both governments sometime during the latter part of August 2007, followed by announcement of the first U.S.-Russian consortia in September 2007.
