The US-Russia Program is based on
objectives outlined in the 2006 MOU between the United States and
Russia. The competition supports projects that expand cooperation
and develop partnerships among various types of educational
institutions in the U.S. and Russia. The partnerships demonstrate
the best innovative practices, which may support the exchange of
university faculty and scholars, the development of joint courses,
educational materials, and other types of educational and
methodological activities.
We have gone back to the
application process used in 2007, and therefore the paperwork
burden is the same as 2007 application. In the previous version v3
we used a two-stage process as requested by the Russian Ministry of
Education and Science. But after much deliberation, the U.S. and
the Russian Federation decided not to use the two-stage application
process and to go back to 2007 process. Thus in this latest version
all reference to the pre-application stage has been taken out. This
change request in 83 C for version v4 is to revert back to the 2007
burden. The program objectives and priorities remain
unchanged.
