National Drug Intelligence Center Drug Threat Assessment Survey
OMB No. 1105-0071
Title IX Section 9078 of Public Law 102-396, establish the National Drug Intelligence Center, with the responsibility to coordinate and consolidate drug intelligence from all a national security and law enforcement agencies. The General Counterdrug Intelligence Plan designated NDIC as the nation’s principal center for strategic domestic counterdrug intelligence. Part of the mission of NDIC is to prepare national, regional, and state drug threat assessments.
It is part of the mission of the National Drug Intelligence Center (NDIC) to prepare a National Drug Threat Assessment. This assessment is intended to provide federal, state, and local policymakers and law enforcement decisionmakers with information to assist in forming counterdrug policy and plans allocating resources in the fight against illegal drugs. The information requested of state and local law enforcement and counterdrug agencies, when combined with federal information, will present an accurate picture of the national drug threat.
The use of this form provides the most efficient means for collecting and processing the required data. Providing electronic submission as the sole method of response is unreliable since many local agencies do not have the capability to respond to the survey electronically. An Internet Web site is available for respondents with the capability to respond electronically. Respondents are urged to respond electronically, whenever possible, through notification letters and reminders sent to survey recipients.
There is no similar information available currently that can be used for this purpose.
This collection of information does not have an impact on small businesses or entities.
The use of this information provides several benefits to both the provider and NDIC. The information received is analyzed and included in an intelligence product that is shared, thus providing a complete picture of the national, regional and local drug threat.
There are no special circumstances applicable to this information collection.
By notice in the Federal register on September 27, 2006, at 71FR187, the National Drug Intelligence Center notified the public that was collecting information for the National Drug threat Assessment. The notice allowed for a 60-day public comment period. The NDIC has received no public comments.
NDIC does not provide payment to respondents.
There is no assurance of confidentiality.
Responses to questions may contain law enforcement sensitive information. Sensitive information will be included in the analytical process but not be referenced in the final public document.
Annual Reporting Burden
a. Number of Respondents 3,500
b. Number of Responses per Respondent 1
c. Total Annual Response 3,500
d. Hours per Response 0.33
e. Total Annual Report Burden 1,155
f. Total Public Cost $17,325
The collection of information is estimated to average 0.33 hour per response, including time for reviewing instructions, searching data sources, gathering and maintaining the data needed and completing and reviewing the information collection.
Total Annual Reporting Burden
Total annual reporting burden hours is 1,155. This figure was derived by multiplying the number of respondents (3,500) x frequency of response (1) x 0.33 hours per response. The estimate time for response is a conservative estimate. The technology available to the respondent will further reduce response time.
Public Cost
The estimated public cost is $17,325. This is based on the number of respondents (3,500) x 0.33 hour x $15.00 per hour.
There are no capital or start-up costs associated with this information collection. There is no fee charge associated with this information collection.
Annualized Cost Analysis
Printing/Mailing Costs $ 6,830
Collection and Processing/Staff Support Costs $275,000
Total Cost to Government $281,830
The estimated cost to the Government is $281,830. This figure includes an estimate of one full time equivalent staff position for one year to provide information technology, analytical, and clerical support (estimated at $100,000 to include overhead) and the cost of verification and follow-up activities performed by NDIC Field Program Specialists (estimated at $175,000 based on 3,500 hours (1.0 hours x 3,500 respondents) at $50 per hour. In addition, this figure includes the printing and mailing costs of $6,830 associated with the survey document.
This is a reinstatement, with change, of previously approved collection for which approval has expired – available in the OMB Information Collection Inventory at OMB Number 1105-0071. Therefore, this collection represents no increase in the current inventory.
NDIC intends to incorporate the response to the survey in an analytical product available to all respondents and the public.
NDIC has no objections to displaying the expiration date of this information collection.
NDIC does not request an exception to the certification of this information collection. See attached Item 19 of Form 83-I
