Manufacturers and importers of motor-vehicle gasoline, motor-vehicle diesel fuel, and additives for those fuels, are required to conduct health-effects research, unless they qualify for an exemption. Many small businesses are exempt from some or all of the requirements. Manufacturers of similar fuels or additives have the opportunity to group and share the expenses. The information will be used to identify fuels and additives whose emissions may pose an unreasonable risk to public health, thus meriting further investigation and/or regulation.
