Justification for Change (1010-0051)
Rulemaking, 71 FR 40904, July 10, 2006, became effective on September 1, 2006. The rulemaking added service fees that offset MMS’s costs. With this submission, we are requesting to include these fees into 1010-0051.
At the proposed rule stage for the initial cost recovery rule, OMB gave MMS permission to make new fees/fee changes without an OMB 83-I submission. Therefore, these fees are shown as program changes.
