MMS uses the information to evaluate
equipment and/or procedures and to approve or disapprove this
equipment and/or procedures for use during offshore production
measurement and commingling operations. Respondents are outer
continental shelf Federal oil and gas or sulphur lessees.
For this collection of
information, the currently approved OMB inventory includes: 8,533
burden hours.This submission requests 32,957 burden hours.The
adjustment increase of 24,424 hours is due to re-estimating the
average number of annual responses and the amount of time required
to respond based on consultations.It needs to be noted that due to
the nature of the operators and/or lessees oil production and
number of wells involved in production, reported hour burdens for
some requirements can vary from 18 hours to 40 hours; from 30
minutes to 4 hours for the same requirement.The 32,956 burden hours
represents industrys averaged input.$1,154,700 for non-hour cost
burdens.This submission requests $600,065.The adjustment decrease
of $554,635 is due to re-estimating the average number of annual
responses that have associated cost recovery fees. Applications,
which are associated with the fees, have been down during the last
3-year period.
