MMS uses the information to determine the conditions of a drilling site. This is necessary to prevent the hazards inherent in drilling operations and the increase the margin of safety of personnel and the environment. Respondents are outer continental shelf Federal oil and gas and sulphur lessees.

As of 7/17/06, the final rule for 30 CFR 250 became effective (71 FR 19640 4/17/2006). The rule collection (1010-1065, exp. 3/31/09) consists of burden hours relating to 30 CFR 250 subparts A and D (2,443 total hours). MMS is, therefore, consolidating the burden hours (240) for 30 CFR 250, subpart D, into OMB Control Number 1010-0141 (exp 8/31/08). The remaining 2,203 hours are being consolidated into subpart A, 1010-0114 (exp 10/31/07). After OMB approves the consolidations, MMS will discontinue 1010-0165. Also, rulemaking, 71 FR 40904, July 10, 2006, became effective September 1, 2006. The rulemaking added service fees that offset MMS's costs. With this submission, we are requesting to include these fees into 1010-0141. At the proposed rule stage for the initial cost recovery rule, OMB gave MMS permission to make new fees/fee changes without an OMB 83-I submission. Therefore, these fees are shown as program changes.
