In its next
request for OMB approval, the agency shall describe efforts to
consult with persons outside the agency to obtain their views on
the availability of data, frequency of collection, the clarity fo
instrictions, and on the data elements to be recorded, disclosed,
or reported. The agency shall also describe the outcome of such
consultations and specifically address comments received on cost
and hour burden, if applicable.

The regulations at 43 CFR Parts 3100,
3120, 3150 contain procedure for obtaining a lease to explore for,
develop, and produce oil and gas resource on Federal lands. The BLM
needs the information for issuing and monitoring oil and
gas.
